You'll notice most of Dave's other characters are mostly stick-figure-y with big heads. In this cartoon he seems to be implying that people whose bodies exist in rough proportion to their heads need to obtain land by adverse possession, as opposed to the majority of folk (with disproportionately large head-body mass ratios) who can obtain real property by any of the other, legitimate means of acquisition. I think it was Charlie Brown v. Zippy the Pinhead (out of the Ninth Circuit, of course) that established The cranium-ratio-challenged as a protected class.
